Assuming her blog is copyrighted (which it may not be; there's no statement of copyright that I can find there), quoting part of the text of someone's website and/or blog is covered under the Fair Use Act, which states that "the fair use of a copyrighted work, including such use by reproduction in copies or phonorecords or by any other means specified by that section, for purposes such as criticism, comment, news reporting, teaching (including multiple copies for classroom use), scholarship, or research, is not an infringement of copyright."
Now, that's American law, so if the blog is physically based in another country, the laws may vary somewhat. However, because there's no statement of copyright, or even a request that the information not be reposted elsewhere, AND I quoted one small part AND attributed it to her AND linked to the original source, AND I'm clearly not making any money from this post, I'm confident that I'm not doing anything illegal. Just as a reporter does not have to ask permission to quote what someone has said in the newspaper, no permission is needed here.
