Not sure whether it completely originated there... But Oh No They Didn't is the community where I first saw it, and people promoting it. Why? Likely because clowns freak people out, they have fun drawing faces on celebrities, and the Joker was played by Heath Ledger. Maximum annoyance/offensiveness, classic ONTD.

There was some viral marketing for the new Batman movie in the form of Harvey Dent campaign posters, and eventually the Joker came along and drew eyes and lips all over them. I guess someone thought it would be cool to do to random icons too.
